Encompass Requests Sealed Bids for Head Start Program Meals

Encompass Community Services Head Start/Early Head Start is requesting sealed bids for a contract to provide meals for their Early Head Start (213 program days), Head Start Duration (170 program days), Head Start Part Year-Part Day (128 program days), and Head Start Blended (175 program days) program.

Sealed bids can be submitted in person or via mail until June 2nd, 2023 at 3pm to:

At the time and place advertised, and promptly thereafter, all bids that have been duly received will be publicly opened and read aloud. 

The meals required will be unitized for approximately 52,180 breakfasts, 60,756 Lunches, and 52,180 PM Snacks of child size portions throughout the program year. Daily delivery of meals to 20 sites is needed.

All meals of each type must meet the minimum standards set by the USDA for CACFP meals of that type.

The contract will be awarded to the responsible bidder that possesses the potential ability to perform successfully under the terms and conditions of the proposed procurement and is lowest in price. Other factors shall be given consideration when there are sound documented business reasons such as Vendor integrity, compliance with public policy, record of past performance, and financial and technical resources. 

Any discount from market price on food, will be acknowledged as a 501c3 in-kind donation to Encompass Community Services, which can then be claimed by the supplier as a tax deduction. Encompass has an 85% rating on Charity Navigator. Allowable charitable contribution deductions may vary from the fair market value of in-kind donations.
